Kardashev's level-2 civ is another Planetary Civilization0; its influence and power does not exceed the effect and power to launch th4e civilization beyond the planet on which one lives; in our case, planet Earth, or perhaps even other planets of the solar system. Therefore, even our colonization of the Moon, or Mars, the only planetary bodies other than Earth we are likely to inhabit for any length of time with our current tech.
A level-2 civilization has the ability to harness the power of the Sun. One of the effects of this acquired tech is the ability to create am energy cell, or seal, around the Earth which can by engaged and disengaged so that we can travel through it to the Moon and other planets, but with in engaged, will protect the Earth from wayward bodies as large as our Moon which may be on a collision course with Earth, but will be utterly destroyed by the cell, such that small fragments will not pass through to impact the Earth, but will be utterly vaporized. This "cell" is now called a "Dyson Sphere," named for the American physicist, Freeman Dyson, who conceived the idea.
We will achieve level-2 status within a thousand years.
