The brain only sends one kind of signal to our muscles and that is pulling inward contraction signal. One that signal from the brain stops sending, the muscle relaxes to its rest state of existence.
So is the brain signal to muscle a pushing outward phenomena? If it is then we can say it is in response to a need by the animal creature. Need is an attraction --think as in likened to mass-attraction-- aka a desire to move ergo a signal is needed to be sent to the muscle{s}.
