I think he might be talking about people who say Netanyahu/Israel control Trump's actions. Which isn't really the same as saying "the Jews" control the government, even though Netanyahu is Jewish. Alternatively, he could be talking about some of the more wacky conspiracy theorists, but those have always been around, even during Russiagate. Now tbf some of the more wacky conspiracy theorists have used Anti-Zionism as a cover to just be generally antisemetic and say something along the lines of "the Jews control America," but I'm not sure whether that's a significantly large group.
