When the country was founded the federal government was funded entirely by tariffs, and that was before globalization. The scope of the federal government has clearly expanded, exponentially.

I'm all for people controlling themselves, no one contests that. But the freedom to swing your arms ends at someone else's nose. If it were inherent within human nature to respect this principal we wouldn't need a government, but human nature is the exact opposite, so a governing authority within any large group of people is a necessity.

The constitution protects rights, it does not confine government's scope to what you claim. It delegates that power to Congress and included and amendment process for a reason.
