Consent - 21 due to the American cultural destruction of the 2 parent family structure along with zero incentives for American kids to grow up.

Driving - 16 since Parents shoulder the costs of this inevitably.

Drinking - 21

Citizenship - 18 because most cultures immigrating here have 2 parent families and their cultures motivate their youth.

Joining military - 21 with a possible waiver for 18 if the recruit has both parents sign off for him/her.

Voting - 21

Drinking and smoking should be at least 20. On top of the usual reasons about an 18 or 19 year old's brain still being undeveloped, an 18 year old will likely still be in high school (re: surrounded by people even younger than his/her self). The same plausibly might be true of a 19 year old who was held back a year.

Antisocial behavior should be thought of as a contagion; if the people with high perceived status are openly flouting the rules, or otherwise doing something you yourself are not allowed to do, this will inspire imitators. Likewise there's the issue of said high school senior being legally able to buy tobacco/booze and then distributing it to his underaged peers. If nothing else it would viewed as a means to make a quick buck.

As for raising it past 21, nah. These kinds of things shape societal expectations about who is still a "kid", and that number shouldn't keep being pushed up and up and up. If you've graduated college then you are a young adult, not a kid.

What we have now is good. We have to somewhat take advantage of kids when they r young and dumb to join the military yet still old enough to do so with some maturity.

Alcohol is one of the worst drugs out there, 21 at the earliest to save stupid kids from themselves.

Hot take: The voting age should be the highest of all, at 30.

Maybe not as biased by it yet, still have connection to what it was 'like as a kid under various laws.

Voting: based on IQ results. For people with IQ > 120, 16. For people with IQ between 100 and 120, 18. For people with IQ between 80 and 100, 21. For people with IQ < 80, no voting rights.
