I don’t think animals have sex for any reasom.

Animals are not robots, they have the same feelings we have when we sleep with people of the opposite sex, or the same sex if we talk about homosexuals. I mean, at least the mammals which is the category we belong to.

So, animals have sex because they like it. First, the male likes how the female smells (the famous pheromones), then they like when they get aroused, and finally they like when they put it inside and reach orgasm. Animals don't think about the critter they are conciving, they just want to get it on.

Sex, can also spread disease STDs.

This is a good reason to have a contract with a sexual partner, like the marriage, but marriage shouldn't be necessarily between two persons, it could be between three, four, or a complete harem as the mormons or the muslims.

So, as long as the parties agree with the contract, they can preserve their sexual health. If you break the contract, you're risking the health of your legal partner, as well as the mental health.

Certain gods may have had taboos.Things you are not allowed to eat or do when you were working with them. It's kind of hard to have a sin in the eyes of the gods.When there is fifteen of them, and they each might have different rules.

I would suggest that trying to enforce such laws would require the courts to operate 24/7.
