The chart loops around, i.e., 1 and 10 are currently adjacent. This action does not target and also moves NK-enhancing abilities like Janitor and Strongman. I chose Pie, Mikal, and Shining because I scumread both Pie and Shining and wanted to kill them in Mikal's stead in case Mikal was town, in which case he would probably be the NK target, as I correctly predicted.
