Because I misread the categories.

I missed the “not due to any action of the Bears” part of “events” so I thought events were in game things, and “decisions” were things like bad trades, bad signings, bad draft picks etc.

I understand your points. I think the greatest one to me is just that Sensor seems like too much with a Tracker and a Cop. It's not impossible. But it's odd. Guess it really depends on how much power scum were given to balance all that.

As for the alternative theory: I concluded this DP that even if he has something scummy sounding like a town roleblocker, or bleeder, or even negative utility that he never SOP’d, he wasn’t going to tie up unless he just didn’t want to play anymore. With each of three scenarios I mentioned, he knows he’s town and it’s still better to claim and hope town lets him off the hook.

So if he doesn’t want to play, he could give up with any role.
