The only thing that's holding me back from making the same conclusion is that "role hint" Luna mentioned in the OP. That could mean scum were informed that there is a certain role, or at least a certain type of role, is in the game.

I thought about this, but I don’t see why scum would be warned or informed of a cop. Usually they’re just given counters and then they know.

Alternatively, scum could just have a GF/Lawyer/Framer, so they would know that there's an alignment investigative role.

I still don't think Kohai does this regardless, since it doesn't give him or his partner much in the way of cover if he is scum (someone getting a "guilty" is still likely to result in a lynch), so the strategy doesn't make sense from his perspective. He's more likely town than not.
