If God did not rest on the Seventh day but continued to perfect his creation we would not have seen the need for God to punish his creation for disobedience. His period of rest allowed Satan to influence Adam and Eve. And God was too tired to stop Satan. But after God recovered from his fatigue and tiredness his only choice was to punish his creation for disobedience.

The same can be said of Jesus whose ministry only lasted 3 years and was left incomplete.
