So, I haven't had a reason to scumread him yet, which makes me inclined to believe that this silencer thing is real. But I also know of only two games in the past where an allegedly silenced player was still able to communicate to an extent like this, and in both cases, they were actually just scum and weren't silenced at all. So that makes me inclined to update my read on Mestari. The only problem with the scum Mestari theory being: why pretend to be silenced now? It doesn't seem to make a whole lot of sense to me. But then again, neither does a silencer where the silenced can still use cryptography like this and make posts where they don't even actually vote.
